Dr. Michelle Reichard-Huff honored with 2025 PAPSA Distinguished Service Award

The Berks County Intermediate Unit (BCIU) has announced that Dr. Michelle Reichard-Huff, Director of Early Childhood and Student Services, has been named the recipient of the 2025 Distinguished Service Award by the Pennsylvania Association of Pupil Services Administrators (PAPSA). This award honors exceptional individuals whose leadership and service have significantly advanced pupil services in Pennsylvania.

Dr. Reichard-Huff is widely recognized as a visionary leader whose compassionate and student-centered approach has greatly strengthened the delivery of critical services in Berks County and across the Commonwealth. Her innovative mindset, strategic advocacy, and continued commitment to improving education and student support have created lasting, positive change for thousands of children, families, and educators.

As the BCIU Director of Early Childhood and Student Services, Dr. Reichard-Huff oversees a wide array of administrative and educational initiatives that support early childhood education, K-12 student services, and related programs across the region. Under her leadership, the Office of Early Childhood and Student Services delivers direct services to more than 5,800 students through programs such as Early Intervention, Head Start, Pre-K Counts, school-age special education, and alternative education. Additionally, over 11,000 individuals from a six-county region benefit annually from vital social service programs, including Education for Children and Youth Experiencing Homelessness and Educational Stability for Youth in Foster Care.

Dr. Reichard-Huff leads a dedicated team of nearly 500 staff, committed to delivering high-quality, responsive services aligned with best practices and evolving student needs. She also oversees the BCIU’s Comprehensive and Special Education Plans and coordinates several key leadership networks, including the Berks Administrators of Special Education and the Berks Pupil Services Administrators Committee. At the state level, she serves as the PAIU Special Education Regional Lead and Pennsylvania Department of Education Liaison.

Beyond her organizational leadership, Dr. Reichard-Huff plays a vital role in shaping policy and advocacy for students and families across Pennsylvania. She is a member of the State Interagency Council for Early Intervention and contributes to local efforts such as the Berks Initiative for School Attendance.
