Reading man arrested on drug trafficking charges after search warrant yields large heroin/fentanyl seizure

A Reading man has been arrested following an investigation by Berks County detectives, which led to the seizure of thousands of doses of heroin/fentanyl and a firearm. Jaime Serrano-Rosario, 55, of the 1500 block of Cotton Street, was taken into custody on October 17 after authorities executed a search warrant at his residence and a vehicle associated with him.

The investigation began in August 2024 when detectives received information about suspected drug activity involving Serrano-Rosario. According to the Berks County District Attorney’s office, Serrano-Rosario was identified as a “street-level” to “mid-level” drug trafficker, distributing heroin/fentanyl within Berks County. Detectives determined that he was using his home on Cotton Street as a base of operations for his drug distribution activities.

On October 16, Berks County District Judge Carissa Johnson authorized a search warrant for Serrano-Rosario’s residence and vehicle. The following day, the Berks County Drug Task Force, along with officers from the City of Reading Police Department, Vice unit, and K-9 unit, executed the warrant. Serrano-Rosario was arrested without incident.

During the search, authorities recovered a significant amount of evidence, including: 5,348 packets/doses of suspected heroin/fentanyl. Approximately 5 grams of bulk suspected heroin/fentanyl. One .38 caliber Derringer loaded handgun. $2,035 in U.S. currency.

According to the District Attorney’s office, the seized heroin/fentanyl has an estimated street value of $27,115.

Serrano-Rosario has been charged with possession with the intent to deliver a controlled substance and possession of a controlled substance. He was transported to the Berks County Sheriff’s Department Central Processing Center, where he is awaiting arraignment by the on-duty Magisterial District Judge.

The District Attorney’s office reminded the public that an arrest is not an indication of guilt, and Serrano-Rosario is presumed innocent unless proven guilty in a court of law.
